Third trans woman murdered in a week as ‘epidemic of anti-LGBT+ violence’ worsens in Puerto Rico

LGBT+ advocates are mourning three trans women who were tragically murdered within a single week in Puerto Rico.
The bodies of Serena Angelique Velázquez Ramos, 32, and Layla Pelaez Sánchez, 21, were found together in a charred car on April 21.
Their deaths were preceded by Penélope Díaz Ramírez, 31, who was killed in a correctional centre on April 13. Her death was not reported until April 27.
It marks the ninth violent death of a transgender person in the US this year, and comes as Puerto Rican activists desperately warn: “They are hunting us.”
“There is no longer any doubt, this is an epidemic of anti-LGBT+ violence,” said Pedro Julio Serrano of Coalition for the Search for Equity (CABE), a Puerto Rican LGBT+ group.
“The police have the obligation to disclose the status of the investigations of at least eight murders, one death without a determined cause and several attacks in which LGBTTIQ people have been injured since January 2019.”
Tori Cooper, director of the Human Rights Campaign‘s transgender justice initiative, agreed that the problem is escalating.

“Never in my career have I seen so many reports of deaths of our transgender and gender non-conforming community in such a short time in one location,” she said after the latest murder.
“Penélope did not deserve to die. Transgender people do not deserve to die. Every single advocate, ally, elected official and community member must stand up in light of this horrific news and say ‘No more.’ What we are doing is not enough.”
She continued: “Transgender and gender non-conforming people, especially women of colour, are too often the victims of a toxic mix of transphobia, racism and misogyny.
“People and policy must work together to protect our lives and our well-being. HRC stands in solidarity with all who knew and loved Penélope, and we will continue our tireless fight to ensure a future where living one’s truth can never become a death sentence.”

Three transgender women were killed in Puerto Rico in just over one week.
The transgender and gender non-conforming community in Puerto Rico is mourning the death of another murder victim — the third in just over one week.
According to the Human Rights Campaign, 31-year-old Penélope Díaz Ramírez was killed April 13 at the Bayamon correctional complex. Her death, which was reported Monday, took place just eight days before two other women were found dead inside a charred Hyundai Elantra on April 21 in the city of Humacao.
“Never in my career have I seen so many reports of deaths of our transgender and gender non-conforming community in such a short time in one location,” Tori Cooper, HRC director of community engagement for the transgender justice initiative, said in a statement.
Five of the nine U.S. murders of transgender and gender non-conforming people in 2020 have occurred in Puerto Rico, which to local LGBTQ activist Pedro Julio Serrano, constitutes “without a doubt an epidemic” of anti-LGBTQ violence.
“The police have the obligation to disclose the status of the investigations of at least eight murders, one death without a determined cause and several attacks in which LGBTTIQ people have been injured since January 2019,” added Serrano, a spokesperson to the Coalition for the Search for Equity (CABE), an LGBTQ-rights group on the island.
“Trans people deserve to live in peace, equality and freedom. Enough of so much hatred,” Ivana Fred, an activist with the group, told the La Perla del Sur newspaper.
“Transgender and gender non-conforming people, especially women of color, are too often the victims of a toxic mix of transphobia, racism and misogyny,” said Cooper.
“People and policy must work together to protect our lives and our well-being. HRC stands in solidarity with all who knew and loved Penélope, and we will continue our tireless fight to ensure a future where living one’s truth can never become a death sentence,” she added.
Even though Ramírez is the ninth recorded death in 2020, the actual number of fatalities could be higher, as victims can be misgendered in some reports, according to the HRC, which tracks anti-transgender violence in the U.S.
In 2019, the organization reported 26 violent deaths of transgender and gender non-conforming people in the country. The ninth death last year was reported in June.
“Penélope did not deserve to die,” Cooper said. “Transgender people do not deserve to die. Every single advocate, ally, elected official and community member must stand up in light of this horrific news and say ‘No more.’ What we are doing is not enough.”

The bodies of two transgender women were found inside a charred car in Puerto Rico on Wednesday, outraging activists who said the killings were part of a disturbing history of violence against L.G.B.T.Q. people on the island.
Pedro Julio Serrano, a gay rights activist in Puerto Rico, said that four transgender people had been killed there in the last two months.
In the past 15 months, eight L.G.B.T.Q. people have been killed in Puerto Rico, he said. All of the deaths remain unsolved.
“This is an epidemic of violence, anti-L.G.B.T. violence that has resurfaced in Puerto Rico,” Mr. Serrano said Thursday. “We haven’t seen this type of violence in this quantity in a very long time — I would say 10 years.”
While the police were waiting for DNA results to release the names of the victims, they were identified by Mr. Serrano and other activists as Layla Peláez, 21, and Serena Angelique Velázquez, 32.
The women were friends who lived in New York City — Ms. Velázquez in Queens and Ms. Peláez in the Bronx — and had recently returned to Puerto Rico, according to family members and activists. They were planning to fly back to New York later this month.
The police have determined that the killings were homicides, but said they were waiting for autopsy results to determine how the women were killed.
Their remains were found after a person called 911 to report a burned car on a desolate road in Humacao, on Puerto Rico’s eastern coast, just before 5 a.m. on Wednesday, according to Capt. Teddy Morales, the chief of criminal investigations for the Puerto Rico police in Humacao.
Captain Morales said investigators were hoping to identify two men who partied with the women at one of their homes on Tuesday night. Images of the men were captured on one of the women’s social media accounts, he said. He said investigators were also reviewing security camera footage from businesses in the area.
The investigation is in its early stages, Captain Morales said. He added that just because the women were transgender “doesn’t mean it was a hate crime.”
“I can’t just say this is a hate crime from the scene,” he said. “We need to know who killed them, why did he kill, and what were the motivations to say this was a hate crime.”
Puerto Rico’s attorney general, Dennise N. Longo Quiñones, said the Puerto Rico Bureau of Police was working with prosecutors from the Puerto Rico Department of Justice to identify the perpetrators and their motive.
“Our investigation will include addressing any discriminatory animus that would qualify the crime as a hate crime, conduct which would be considered an aggravating sentencing factor in the prosecution of the underlying offenses,” Ms. Quiñones said. “We remain committed to bring justice to all victims of violent crimes in the island.”
Luz Melendez, 29, Ms. Peláez’s cousin, said Ms. Peláez was an easygoing young woman who had been raised by her grandmother and was just beginning to explore the world. On Wednesday, the grandmother recognized her granddaughter’s badly burned car on the news and called the police, Ms. Melendez said.
“In reality, we never thought something like this would happen,” Ms. Melendez said Thursday. “She didn’t have bad friends and she was never in the street. It caught us by surprise since she transitioned so easily and she didn’t ever have any issues.”
Ms. Velázquez’s family could not immediately be reached.
Ms. Velázquez and Ms. Peláez were believed to be the seventh and eighth transgender or gender-nonconforming people to have been killed in the United States this year, according to the Human Rights Campaign.
“Serena and Layla, like us all, had family, dreams, hopes — and they did not deserve to die,” said Tori Cooper, the director for community engagement for the Human Rights Campaign’s Transgender Justice Initiative. “Transgender and gender-nonconforming people, especially women of color, are too often the victims of a toxic mix of transphobia, racism and misogyny.”
In February, Alexa Negrón Luciano, a well-known figure on Puerto Rico social media who was transgender and homeless, was shot to death after a McDonald’s customer complained that Ms. Negrón had spied on her in the women’s room.
Ms. Negrón’s final moments — framed in the headlights of a car amid a cackle of laughter — were posted on social media, a fact that activists said underscored the impunity homophobic attackers feel when committing such crimes.
Last month, Yampi Méndez Arocho, a 19-year-old transgender man, was killed in Moca, P.R., according to the Human Rights Campaign.
Violence against gay people in Puerto Rico first gained wide attention in the 1980s, when a man called “Angel of the Bachelors” went on a killing spree, picking up gay men at bars and slaying them. But the police did not begin paying attention until a prominent journalist was stabbed to death in 1985, Mr. Serrano said.
The serial killer, Ángel Colón Maldonado, is serving a life sentence for three murders, but he has been suspected in 27 more cases. Fifteen years after his conviction, Puerto Rico legislators passed a hate crime bill, but prosecutors have rarely used it, Mr. Serrano said.
Mr. Serrano and other activists said they were concerned that the investigation into the killing of Ms. Velázquez and Ms. Peláez could be hampered by negligence and homophobia, which they said had plagued previous investigations of gay and transgender people killed in Puerto Rico.
“We are asking the police to thoroughly, immediately, and transparently investigate these vile and atrocious murders,” said Ivana Fred, an L.G.B.T.Q. activist in Puerto Rico. “Trans people deserve to live in peace, with equity and freedom.”

The bodies of two transgender women were found burned to death inside a vehicle this week in Puerto Rico, according to activists, raising alarm about the killings of several transgender people on the island in the last two months.
According to police, two people were found severely burned early Wednesday in Humacao, a coastal city in eastern Puerto Rico. A spokesperson for the department told CBS News on Friday that they’re awaiting results from forensic tests and have not yet released the names of the victims. The Broad Committee for the Search for Equity, a local LGBTQ group, identified them as 32-year-old Serena Angelique Velázquez Ramos and 21-year-old Layla Pelaez Sánchez.
Velázquez Ramos’ sister, Francheska Alvarado, told CBS News she logged onto Facebook Wednesday and saw posts saying,”I’m sorry for what happened” and “We are going to miss you” on her sibling’s page. She didn’t think much of it until their mutual friends began to text her, asking her to check up on Velázquez, who she hadn’t spoken to in over a week.
She texted her sister, but never got a text back.

Two killed in Puerto Rico were trans women, activists say
SAN JUAN, Puerto Rico — Activists said Thursday that the two bodies found inside a charred car in southeast Puerto Rico were of transgender women, marking four such deaths in the past two months.
The women were identified as 21-year-old Layla Peláez and 32-year-old Serena Angelique Velázquez, according to the Broad Committee for the Search for Equity.
“They are hunting us,” Pedro Julio Serrano, a spokesman for the group, said in a phone interview.
Authorities found the car before dawn on Wednesday in the coastal town of Humacao after receiving a 911 call.
Capt. Teddy Morales, who oversees criminal investigations in that district, said in a phone interview that police are investigating whether it was a hate crime and how exactly the two victims were killed. No one has been arrested.
The killings come a month after a 19-year-old transsexual man identified as Angélica Marie Méndez was fatally shot in the western town of Moca and two months after the fatal shooting of a person identified as Neulisa Luciano Ruiz, which Puerto Rico’s governor said was likely a hate crime. The victim’s body was found in the northern town of Toa Baja after a video was made public in which at least two men are heard mocking and threatening a person believed to be the victim followed by gunfire.
“We trans people deserve to live in peace, equality and freedom. Enough of so much hate,” said Ivana Fred with the Broad Committee for the Search for Equity.
Overall, eight people from the LGBTQ community have been killed in Puerto Rico in the past 15 months, Serrano said. None of the cases have been solved.

North Korean president Kim Jong-un recently announced his country has halted its nuclear testing program. While it is unclear whether this is a political move in preparation for meeting with the United States president Donald Trump, recent evidence suggests the country may have been forced to halt testing.
A recent study by a group of geologists discovered that the mountain used by North Korea for its nuclear bomb testing has collapsed as a result of the explosions. The collapsed mountain is raising concerns about radioactive fallout, which could make its way into China.
Scientists from the University of Science and Technology of China believe this could be the true reason North Korean President Kim Jong-un announced the halt of their nuclear testing program.
The collapse of Mount Mantap was a result of five recent nuclear blasts at the Punggye-ri nuclear test site in northwest North Korea. The recent nuclear tests tore open a hole in the mountain, causing it to collapse and creating a pathway for radioactivity to escape from the mountain.

The team of Chinese geologists believes the collapse was a result of the detonation of North Korea’s most powerful nuclear warhead last fall. The nuclear bomb was detonated about 2,300 feet beneath the mountain’s peak, causing aftershock earthquakes and collapse of the mountain.
The research, which will be published next month in the peer-reviewed journal Geophysical Research Letters, examines satellite imagery before and after the nuclear tests. There is ongoing concern that the collapse ejected radioactive dust, which could make its way into China and other neighboring countries.
The first four underground nuclear tests last year did not produce visible structural damage to the mountain as detected through satellite imagery. However, the 5th nuclear test, a 100-kilotonne nuclear bomb that was detonated on September 3rd caused significant structural damage to the mountain.
The bomb likely vaporized the surrounding rock and blew a hole in the side of the mountain according to Wen Lianxing, the lead geologists on the project from the State University of New York at Stony Brook. After analyzing satellite imagery and the response from seismic stations, the research team concluded that the blast caused a large section of the mountain to collapse on itself.
The United States Geological Survey reported a magnitude 6.3 earthquake, followed by a second 4.6 magnitude earthquake shortly afterward coinciding with the detonation of the September nuclear test.
Evidence of the collapse of Mount Mantap suggests it could be the underlying cause of North Korea halting its nuclear tests. Time will show whether the recluse country will develop a new nuclear test site or whether this marks the end of nuclear testing by North Korea.

The funds are part of the FDNY World Trade Center Health Program, which was established by the James Zadroga 9/11 Health and Compensation Act of 2010, a bill passed by Congress that provides healthcare to first responders who have suffered a range of illnesses from exposure to dust and smoke at Ground Zero.
